Project Description

The Savannah District Corps of Engineers selected Parsons to conduct a planning charrette that documents the requirements for the 82nd Airborne Unit of Employment (UEx) Headquarters at Fort Bragg, NC. The UEx Headquarters is part of the Army’s transformation process to develop new modular units that meet 21st century operations’ standards. It combines traditional division operations with tactical responsibilities. The purpose of the planning charrette is to resolve issues affecting the project’s location, scope, and cost in order to facilitate preparation of the project’s construction programming documents and design.

The project included the restoration of an existing golf course on site. Parsons performed the conceptual design, detailed design, procurement, and construction of all aspects of the closure, including the golf course.

During the charrette, Parsons’ architect and engineering staff met with personnel from those organizations with an interest in the proposed UEx headquarters. The organizations included: 82nd Airborne Division; Directorate of Public Works, Fort Bragg; Honeywell Corporation; and Sandhills Utility Services, LLC. The methodology used was a combination of an interactive planning charrette, interviews, site visits, and independent analysis. The information and analyses were used to determine the project’s scope, location and cost.

Due to the success of the project and the satisfaction of the 82nd Airborne Corps staff, the Savannah District selected the planning document as the model for Savannah’s modularity standardization team, which is currently preparing modularity designs for use throughout the Army.
